What Is HMDA Layout Approval?
HMDA stands for Hyderabad Metropolitan Development Authority.
It is the government body that plans, approves, and regulates real estate development in the Hyderabad region.
Whenever a developer or builder creates a new venture (layout of plots) inside Hyderabad or surrounding mandals (like Tukkuguda, Maheshwaram, Shamshabad, etc.), they must get HMDA approval before selling.
I think you know that HMDA is a government department that looks after how Hyderabad grows.
And whenever a builder or developer wants to start a new layout or venture. For example, dividing land into plots in areas such as Tukkuguda, Maheshwaram, or Shamshabad. They must first get permission from HMDA.
Basically, approval means, government needs to verify whether the property is valid or not. If not valid, the government does not approve to sale of the plot.
When HMDA checks a layout, it verifies:
- Land ownership documents
- Road and drainage planning
- Open space (parks)
- Water and electricity access
- Proper layout design
If the property is correct, HMDA gives an LP Number (Layout Permission Number).

Only HMDA-approved plots are legally valid. If the layout is fake, the government can cancel registration in the future.
2. Bank Loan Eligibility
Do you know that Banks like SBI, HDFC, and ICICI approve loans only for HMDA layouts?

If you take HMDA-provided land, those properties increase value faster than village or Gramakantam lands.

When you buy in an HMDA layout, you know the land has been verified for roads, parks, and legal documents.

What Is an LP Number (Layout Permission Number)?
As you know, every HMDA-approved layout has a unique code called an LP number.
It looks like this: 45/LO/Plg/HMDA/2025
Let’s break it down:
- 45 → Serial number of the layout
- LO/Plg → Layout Office, Planning Department
- HMDA → Hyderabad Metropolitan Development Authority
- 2025 → Year of approval
When you find an LP number in a brochure, please you can verify it online using the HMDA website. Do not trust only words.
Step-by-Step: How to Check HMDA Layout Approval Online

Here’s how you can verify any layout’s HMDA approval yourself in just a few minutes — no agent needed.
Step 1: You can go to the Official HMDA Website
You should open this website
This is the main official website of HMDA.
Step 2: Click on “Online Services”
On the top menu bar, you can see the “Online Services”.
You should → Click “Layout Permissions.”
Step 3: Choose the Correct District and Mandal
You can easily get the list like below:
- District (e.g., Rangareddy, Medchal-Malkajgiri)
- Mandal (e.g,. Tukkuguda, Maheshwaram)
- Select the area where your layout is located.
- Then click “Search.”
Step 4: See the List of Approved Layouts
You can easily get the information once you click.
- LP Number
- Layout Name
- Village Name
- Developer Name
- Extent (in Acres)
- Status (Approved/Final)
You can easily get all the information, like the LP number.
If your layout name and LP number are in this list → ✅ It’s approved by HMDA.
If not found → ❌ It’s not approved (be careful before buying).
Step 5: Open the Layout Report
You can click on the LP number — a layout report PDF will open.
You’ll see:
- Approval Date
- Layout Map
- Survey Numbers
- Open Space details
- Roads, Drainage plan
- Download this PDF and keep it for your records.
Step 6: Cross-Check LP Number
Now, double-check that the LP number in the PDF matches the LP number shown in the developer’s brochure.
If there’s any difference, it might be a fake copy.
Example: Real HMDA Layout Verification
Let’s say a developer says:
“HMDA Approved Layout – LP No: 07/LO/PLG/HMDA/2019 at Taramatipet Village.”
Now you can:
Go to HMDA Layout Search
Select Rangareddy District → Ghatkesar Mandal → Taramatipet
You’ll see that LP number with the developer name
✅ This means it’s genuine.
If the LP number doesn’t appear → ❌ Don’t believe the developer.
How to Spot Fake “HMDA Approved” Claims
Many ads show “HMDA Approved Layout” banners, but inside, the land is not approved. Here’s how to identify fake ones.
- LP number is not displayed on fake plots; even if it is displayed, it is a fake LP number, so check the website.
- LP number may be mismatched, such as a year invalid.
What If Layout Is DTCP Approved (Outside Hyderabad)?
HMDA works only for the Hyderabad Metropolitan Region.
Basically, land is outside of the city, for example, like Shadnagar Sangareddy, or Narsapur. So, it is under DTCP.

You should also verify:
- You should check ownership in the Dharani portal to check who owns the land.
- You must check the Encumbrance Certificate (EC) to see if the land has any loans or disputes.
- You can check RERA Telangana for big projects with multiple plots
- This combination makes your property 100% safe.

A few years ago, a family friend bought land near Shabaad.
